The Financial Secretary announced in the 2018-19 Budget that the government will allocate HK$ 310 million to Hong Kong Ocean Park for the development of education and tourism projects. It is also stated that in the coming year, Ocean Park will distribute 10,000 admission tickets to primary and secondary students for free. Ocean Park, however, over the years continue to ignore the rising demand for ending captivity. Each day it puts on 4 dolphins shows, and never stops introducing and breeding more animals for display.
Ocean Park failed to educate our young generation about the nature – it only demonstrate erroneous values and attitudes about the environment and life. The appropriation is a use of public money to do injustice to animals, corrupting the minds of the younger generation – we call it a degeneration of civilisation!
We – animal rights groups, Legislative Council members, and citizens who are concerned about animals – are strongly opposed to the appropriation, and demand its immediate withdrawal.
For years, Ocean Park has been criticised for keeping animals in captivity and putting on animal shows. As a matter of fact, animal captivity and breeding have been banned gradually in 18 countries around the world, including the United Kingdom, the United States, and France. Many aquariums have put an end to animal shows as well.
Ocean Park, however, over the years continue to ignore the rising demand for ending captivity. Each day it puts on 4 dolphins shows, and never stops introducing and breeding more animals for display. As a publicly owned limited company, Ocean Park ought to be self-financing. Yet since its establishment, the Hong Kong government has provided support to the park in many ways, such as granting land for its expansion and constructing an MTR station at the entrance of the park. In the Budget this year, the government goes further to allocate money to financially support the theme park, which prompts the public to suspect transfer of interests in the deal. We thus urge the government to make known to the public the process of negotiation, reasons and guidelines regarding this appropriation, and to immediately withdraw the proposal.
目標：
「零表演」
我們首要目標是希望海洋公園有明確的路線圖，由每日四場表演減至每日三場，一步一步推至每星期三場，達至零表演，由牠們自由自在生活，不要再因要應付表演，而受到嚴格的訓練，身心疲倦。
「零囚禁」
另外，現時海洋公園被困養之表演動物，包括海豚、海獅、海豹等等哺乳類動物，我們希望海洋公園能作出仁道及理智性的安排，不是立刻放養，而是馴養在大海一段時間才野放，或是在大海馴養至安享晚年，因應每隻哺乳動物在體質上、性格上及能力上有所不同，應評估後作出適當的安排。每一條生命得來不易，無論是人工繁殖，或是野外捕捉，都不可輕易草草野放。
減低大魚缸密度
對於海洋館（俗稱：大魚缸）之安排，我們希望海洋公園減少每個物種引進數目，提供低密度生活環境給每個物種。就以藍鰭吞拿魚為例，只引進數條，情況就好像2010年引進80條，當中有10條未到達海洋公園己因病去逝，這未免太殘忍了。
成立公眾監察機制
海洋公園一直拒絕提供海豚及其他海洋生物準確的到達公園日期、死亡日期和原因、海豚身份／姓名／性別／來源地。作為服務及教育大眾的公營機構，本群組認為公園涉嫌有違政府〈香港海洋公園公司條例(388章)〉的成立宗旨，促公園提供上述欠缺的資料，並成立獨立監察團體及機構，以增加公眾透明度。
這條路雖然漫長，但也是我們最終目標，大家努力。
