Description

The Town Planning Board has received two applications from property developers to exploit two areas of farmland located at Tsiu Keng in Kwu Tung South for the construction of low-density mansions and an international school.

Both sites are active agricultural lands, Tsiu Keng being one of the important agricultural zones in Hong Kong. Repurposing these two pieces of land for developing low-density mansions and an international school would significantly reduce the total local agricultural area. This would ultimately lead to a shortage of farmland for agricultural purposes and consequently, to a drop in the quantity of local vegetables, impeding the opportunity for Hongkongers to select and enjoy local products.

Petition Letter

To Town Planning Board,

We are opposing the following two planning applications:

Opposing the application of Y/NE-KTS/7 for amending the plan, changing the site from “Agriculture” to “Residential (Group C) 6” zone.

Opposing the approval of application A/NE-KTS/390, in developing proposed schools (International school) and proposed linking roads on the land zoned for “Agriculture” and “Village Type Development”.

  1. Both applications’ targets are agricultural zones. There is a lot of active farmland in the area, a number of which are “Accredited Farm” recognised by the Agriculture, Fisheries and Conservation Department. Even the abandoned agricultural land has a very high potential for rehabilitation.
  2. “Kwu Tung South Outline Zoning Plan” also underlines that the area of Tsui Keng possesses good quality farmland. The director of Agriculture, Fisheries and Conservation considers that all cultivated agricultural land is worth preserving. Furthermore, some agricultural areas within the two development projects are considered to have “potential for rehabilitation” by the Board. It would therefore be going against the overall plan if the land was used for another purpose than that of agricultural cultivation.
