The Civil Engineering and Development Department conducted a public consultation on developing multi-story underground spaces in Tsim Sha Tsui West, Causeway Bay, and Happy Valley. Three of Hong Kong’s urban parks—Victoria Park, Kowloon Park and Southorn Playground in Wanchai — are included in the proposed plan. The project would result in extensive, open-cut excavation of these three parks, as well as large sections of these parks being closed for years, thereby preventing thousands of citizens from all ages and backgrounds using them — all for more commercial development at the expense of public open spaces.
