Recent land policy in Hong Kong has been controversial. The Government proposed building 17,000 public housing units on a brown field site in Wang Chau, Yuen Long, but the plan shifted to developing green belts in the area and only 4,000 public housing units. The government also intends to reclaim the land of Kitchee Centre, a Sha Tin football club that has only been open since July of last year, to make way for public housing development. Many have criticized the proposed plan for the lack of co-ordination between departments, the deprivation of public open space and facilities, and the waste of public resources.
