Thomas Sit-Hong Chung, assistant director at the Agriculture, Fisheries and Conservation Department (AFCD), recently filed applications with his family to build five houses in Ham Tin Village in New Territories. Sit and his family left the village more than 40 years ago, and he claims that he always intended to return. Green groups and environmentalists, opposed to Sit’s actions, have pointed out that the location is close to an archaeological area that dates back 2,500 to 4,000 years. It is also said to be a site of scientific interest because it contains endangered plant species.
