A construction waste dump, located in Tin Shui Wai, is as big as two soccer pitches and as tall as four stories. Six departments and agencies have been involved in dealing with the problem of the waste dump — namely the Building Department, the Lands Department, the Civil Engineering and Development Department, the Planning Department, the Environmental Protection Department, Planning Authority, and Town Planning Board. The owner of the lot was ultimately ordered to stabilize the slope by spraying it with concrete.
