CY Leung’s Government has been pushing the Legco finance committee to approve an additional HK$19.6 billion funding for the Express Rail project, bypassing the public works subcommittee, despite of its white elephant nature.
The over-budget project wiped out farm land and drove away farmers and villagers in New Territories years ago. To make way for the infrastructure, vast amount of space was created, that includes the underground space (the size of the area of two IFC 2 buildings) in West Kowloon and 27 acres of land in Shek Kong. When old and empty industrial buildings can be transformed into hotels or commercial buildings, why can’t this available space be transformed into something useful and beneficial for the public? For instance parks, gardens, cycling path and even farm land.

We need to gather 10,000 signatures and we shall submit the transformation plan to the HKSAR Government and appeal for the stop of its funding application to Legislative Council.
