Substantial amounts of residential land are being transformed into commercial areas. On the other hand, the current government continues to exploit the green area to increase the supply of residential land, despite the damage on the environment this incurs. In addition, the government is examining the possibility of using areas of the country park for further residential development. Furthermore, the availability of residential land in the urban district is decreasing rapidly, especially on Hong Kong Island. If the government allows private developers to transform the residential land in Quarry Bay for Ginza-style commercial projects, it will only worsen the consequences of surging housing demand in Hong Kong. We now ask for your signature on this petition, which requests the Town Planning Board to ban the A/H21/140 application. Instead, it should help implement ‘residential land for residential use’.
To Town Planning Board,
We, the undersigned, hereby petition regarding the planning application A/H21/140. We oppose this proposal for turning the location (21-39 Mansion Street and 852-858 King’s Road, Quarry Bay, Hong Kong) into office space with an eating area, shops and services. The reason for this is clearly the lack of residential land supply on Hong Kong Island due to continuous commercial development.
Records of the Lands Department show that there were only 11 transactions linked to land sales for residential purposes from 2011 to February 2015 on Hong Kong Island. In Kowloon and the New Territories, 15 and 66 transactions were recorded respectively, underlining the fact that the land supply on Hong Kong Island is indeed very succinct.
Presence of commercial buildings development in the region
Despite the fact that Quarry Bay is not big regarding the area, there are already three new commercial redevelopment projects confirmed, leading to the establishment of new commercial buildings. Not far away from the petition site, also located on the King’s Road lies the Kut Cheong Mansion. With property developers’ acquisition and the compulsory sale for redevelopment, the Kut Cheong Mansion has been approved and converted into a 26-storey commercial building in recent years.
Kam Shan Building, located on the King’s Road near the Taikoo direction also aroused property developers’ attention for acquisition. Currently the building is being demolished and will be developed for commercial and boutique hotel projects.
In addition, after several attempts by the property developers, the Town Planning Board approved the redevelopment plan of the three industrial buildings in Taikoo Place,. There will be two blocks of commercial building completed within the year, one that is 51-storeys and another 46-storeys.
In order to balance the excess business element in the region, this petition is raised to oppose the development of commercial buildings on Quarry Bay residential land use.
Therefore, it is clear that using residential land to develop offices with eating areas and commercial shops will only put an additional strain on the local supply of housing, or lack thereof. This is why we are petitioning the Town Planning Board to reject this application.
