Task Force on Land Supply,

“The Great Debate of Land Demand” started under the dominant voice of the Hong Kong Government stating that we are lacking 1200 hectares of land for development. The government has only been discussing the methods of increasing land supply, yet has not brought up the following questions:

  • How is this 1200-hectare-figure deduced?
  • Why limit to only 18 land options?
  • What will be the purpose of these land?
  • How will the land be allotted?
  • For whom is the land supply increased?
  • Is increasing land supply the only solution to the land demand problem?

To Task Force on Land Supply,

I agree to:

  1. Using the 723 hectares of connected brownfield sites out of the total 1300 hectares of brownfield sites. If 1/3 of the 723 hectares brownfields are used for residential housing development, an estimated number of 80,000 flats could be provided for 230,000 person, which is equivalent to the official figure of sub-divided flat residents.
  2. Using the 34 hectares of crown land located in the village type development zones, the 200 hectares of crown land reserved for short-term tenancies (STT sites), the 109 hectares of temporary government land allocations (TGLA sites), and the 21 hectares of idle land in the urban area.

The above-listed sites are suitable for Community Facilities, Temporary Housing, and Open Space.

I oppose to:

  1. Using the 2 experimental sites on the country parks’ periphery, and other country parks or their periphery. We should uphold the original purpose of the country parks: to protect the precious source of water of our city. The Country park is also a place for leisure, recreation, and high biodiversity.
  2. Creating a 1000 hectare “East Lantau Metropolis” or a 2200 hectare “Enhanced East Lantau Metropolis” by reclamation in the Kau Yi Chau and Hei Ling Chau surrounding waters. Not only does the cost of reclamation rockets to 470 billion Hong Kong dollars for the East Lantau Metropolis or over 700 billion Hong Kong dollars for the Enhanced East Lantau Metropolis, the project will also heavily impact the water quality and ecology of the ocean, the natural landscapes on different locations of islands, port operations, marine traffic, and traffic at the nearby Hong Kong Island West. Moreover, It will expand the urban heat island effect in Hong Kong, and dismantle the sustainable fishery environment and resource.
  3. Bringing further destruction to the Green Belt, from 1 % (about 100 hectares) in 2013, to 2~3% (about 200~300 hectares) in the near future.
  4. Filling and leveling up the Plover Cove Reservoir and developing as a New Town (which is also construction within Country Park areas)

In the face of extreme climate caused by global warming, precipitation patterns will be altered. How can Hong Kong citizen simply give up an indispensable freshwater lake?
