Director of Food and Environmental Hygiene,

Greeners Action did an assessment on leftovers at public markets. Shatin Market is found to dispose 181 kg edible raw ingredients daily, mainly vegetable and fruits. Thus, it is estimated that all the 75 public markets under the Food and Environmental Hygiene Department can produce up to 14.3 tonnes edible leftover daily, which is enough to sustain an adult for 34 years.

The Food and Environmental Hygiene Department, as a government sector, carries great responsibility in assisting and promoting waste reduction practices in public markets. However, it has always been working passively and lacks the determination to carry out waste reduction. All food recycling activities in Hong Kong nowadays are initiated by non-government organizations (NGOs). With funds relying on short-term project subsidies, lacking a long-term support from the government. There have been more and more NGOs promoting food-sharing schemes, with a mature community network and system. Therefore, the Food and Environmental Hygiene Department should take action and set a long-term food recycling and management mechanism, to have a proper guide for processing leftover in public markets. Taking the lead and spread the food-recycling practice to all markets in Hong Kong.

To Director of Food and Environmental Hygiene,

We, the undersigned, hereby petition to the following demands to the Food and Environmental Hygiene Department:

  1. Formulate food-recycling system for public markets within 3 years; cooperate with non-government organizations (NGOs) by submitting a tender; distribute the edible leftover in the public markets to the low-income groups.
  2. Set a target for food-recycling and reduce 10% of the discarded leftover in 3 years.
  3. Add related facilities and storage space in public markets and process the leftover properly.
  4. Educate the retailers and promote the message of food recycling.

This petition was started by 綠領行動 Greeners Action on December 19, 2014, with an end date of June 30, 2015.

The aim to establish the group is not only to maintain the friendships with campers, but also to carry on spreading green messages and exchanging environmental ideas and practices with the students from mainland China. To maintain the bond with members, we regularly hold different green activities, such as hiking, visitation, regular meetings, green feasts, and camping, etc. Throughout these activities, we meet up regularly, providing a platform for us to learn how to appreciate and care for the nature and exchange experiences on environmental protection. To spread the green message, we have been to Guangzhou, Foshan, Shanghai for exchanges with the local students, we have also assisted Friends of the Earth to organise the “Green Hope Programme”
